Major GPU usage fluctuation with GTX Titan

Even running everything on absolutely out of the box stock settings, while monitoring the gpu usage in evga precision i see the gpu usage going from 70 to 99 constantly and sometimes even dropping to the low 50s.
This is happening with everything i run from 3d mark 11 to any game i've tried sleeping dogs,crysis 3, tomb raider,far cry 3,bioshock and i can see it effecting the gameplay ! In crysis 3 the fps keeps going from 30 to 60 constantly as the gpu usage fluctuates resulting in a stuttery sometimes sluggish suddenly extra smooth kind of motion.
This completely sucks since i bought one just to run at 1080p and its giving me a very inconsistent experience. This is exactly the reason i didnt Sli two other cards because i thought it would just work fine and run smooth.
Is anyone else facing this problem ? Any idea whats wrong what the solution could be ? My previous card a gtx 580 direct cu 2 would run consistently at 99% gpu usage and i'd overclocked it to 900Mhz and even if it didnt give me 60fps all the time, gameplay was at least smooth. Help!

Try a different driver. Make sure to manually remove all nvidia software from your computer before doing so. Driversweeper works well. Uninstall through windows then reboot into safe mode, run driversweeper, remove all nvidia files. Restart normally, and install the latest driver. And in case that driver doesn't work, repeat process and use an earlier driver version. Hope that helps.

Early hardware and early drivers, I haven't had any massive dips like yourself though. BioShock has some issues anyway and TR stutters in the cut scenes. I can run TR with everything turned up at a solid 60fps+ at 1080p though. Still get the dips during the cut scenes as the next area loads
