celeron g1610 downclocks?

I have just purchased this processor and was testing it in prime95, I have noticed that the cpu never runs above 1600mhz, and the voltage is pegged at 0.8v, even with throttlestop disabled, is this a normal occurance?

Post a screen shot of how you have ThrottleStop setup. Do you have EIST enabled? You need EIST on for multiplier changes to work correctly. You also have to be careful when using ThrottleStop. If you don't know how to use the program, you can accidentally lock your CPU at a reduced multiplier.
