HIS 7950 not displaying.

Hey everyone, I have been searching everywhere to an answer for this but have yet to find a solution while my computer sits in pieces.

Parts list:

AsRock p67 Extreme 4 gen 3.
I5-2500k
HIS 7950 Turbo

story begins: Windows 7 ultimate got corrupted so I saw this as a time to upgrade so I purchased a 7950 to replace my aging GTX 470. I reformatted the harddrive and did a clean install of Windows using the gtx 470 (without installing the drivers for the 470). I took the 470 out and put the 7950 in and everything powered up (lights, fans, etc) but the monitor said no input and the DR.Debug on the mother board displayed code 97 and stayed there. I thought it was drivers or something so I put the 470 back in and it worked fine. I put the card in my wife's computer and it booted up fine. Thinking it was an AMD card issue, I put her 6870 in my comp jsut to see if it would would and it did no problem. So I reformatted again and installed windows only using the 6870 and installed the drivers for the 7950, still didn't work. I RMA'd the caard back to newegg and purchased a Saphire 7950 thinking it was some compatibility issue. I am terrified I am going to have this problem with the new card. Any help would be appreciated!

FAQs:
1. I made sure the power cables were plugged in
2. The power supply works fine with the 6870 and the 470. plus the 7950 worked fine on her 430w power supply.
3. Updated all of the drivers like Catalyst but there isn't a new Bios from AsRock for this board

Are you using different cables to connect your new GPU to the monitor compared to your old cards (example: hdmi/dvi-d/etc.)?

You are connecting all the power cables correctly, right?

If it works in another machine and doesn't work with yours, then it indicates a BIOS issue... You are running 3.10, correct? Tried resetting it after installing the new card?

I definitely checked and rechecked the power cables. It does sound like a bios issue but the only bios updates available was one that enables ivy bridge and some other random one. Should I get those just in case?

Edit: I just checked asrock's site and the newest bios for this board is only 2.1 and 2.2. Is there another bios update I'm just not seeing?

UPDATE: FOR THOSE INTERESTED

I wound up just RMA'ing the card back to Newegg for a full refund and bought a Sapphire 7950 to see if that helped. Plugged it in and it booted up first time no problem. I didn't have to update the BIOS or anything so the other card must have just been faulty or something. So for anyone having a similar problem this may help.
