Cut scenes look terrible

I have an AMD 7950 and it performs great on everything I have thrown at it, however my cut scenes have always looked terrible. (Extremely grainy) I have tried messing around with the video settings to no effect. And i'm sure it isn't the monitor because HD video looks fine. But just for kicks it is an ASUS VG248QE. Any advice on what to do to improve them?

If the game is also on console like Xbox 360 then the devs often just recycle the low res / small size cutscene video files that the console version used.

Also, could you be any more vague than "cutscenes"? What game?

Cut scenes isn't vague, it is inclusive of ALL of my c\inematics. Examples of which would be the cinematics such as those in Mass Effect 2 when approaching Omega or in Crysis 3 when Psycho is breaking Prophet out of his holding capsule. There is just a nasty grainy look to it, all the dark areas are blocky. Which would validate what you're saying about the cut scenes being lower res. If that is the case, is there any way you can cause the monitor resolution to drop to the cinematic resolution when they occur?

lol live with it

games uses bink video codec which sucks hard

also plot in games sucks this days, you can skip cutscenes, only metal gear cutscenes are nice

Well that sucks, I am pretty new to PC gaming and I find it absurd that people using 1000 + dollar rigs get the short end of the stick like that. Normally businesses try to appeal to their high end customers. Apparently game devs would rather satisfy the huge amount of console gamers rather than the people spending the most on games.

The first game that had horrible looking cutscenes I saw was Deus Ex HR, so grainy and crap looking. Nothing like how they looked in previews or commercials.

What was the most jarring for me was having seen the Mass Effect 2 pre-rendered scenes on my xbox, then seeing them on pc which I thought would be beautiful...but nope, absolutely horrible.
