Is there a possibility your cards are voltage locked, so you can't adjust them? Have you checked your cards BIOS switches? They are located right beside the second CF connectors. Make sure both card's switches are in the same position.

i couldnt find any switches in fact i dont want to change stock voltages but one gpu is 1.218 other one is 1.250 i just want to be sure if it is normal or a defect.
