I re-downloaded trixx to see if it still makes my fan kick on high. What does board power do? I didn't even see that option before. Is it the same as voltage? What should I set it at?

No you don't. It just increases the threshold when it will start to throttle the clocks if the board is drawing beyond that power limit
Like 130W probably (for a 7850) when you OC you definitely will go over the power limit and the throttling begins in furmark
