Issue with Windows 7 and Mic Volume

I have had this ongoing issue with Windows 7 and it is driving me insane. I have read 500 different posts and I cannot seem to find a way to fix it........Every time I go into a game, no matter what game it is, I have to minimize and turn down my mic volume from 100% to 50% in order to be able to converse with people in the game..... If I do not take this step it sounds like I am shouting at every one I try and talk to....

Does ANYONE out there have an answer for this issue? I trust this forum for everything computer related as it has never steered me in the wrong direction.......

If anyone has any insight as to why this would happen and how to fix it I am open to ANY suggestion.

Do you have mic boost on?

Are you using a dedicated sound card or onboard?

I have a PCIe Sound Blaster Recon3D with 2013 Astro A40s. I don't believe mic boost is on.... Also I should point out that this issue happened before I had this headset and this sound card. it has been an issue I have had since the first time I installed Windows 7
