what motherboard do you have? in some instances it will be called something else, but im pretty sure its called LLC.
google LLC on your motherboard make and model and you should come up with something.

Ok nvm i found it. Its got cpu llc and cpu/nb llc both set to high

Cool, im glad you found it. i wouldnt be too worried about your NB, it doesnt seem to be drooping according to the pics you sent me. Now just make sure to turn off ALL power saving features on your MB. there should be a few of them. EPU is one of them

EPU is off and sl are the APM settings.

awesome. Now this should fix your voltage droop issues, and in turn: fix your clock issues.
