Quick Question about my 7950?

I built my computer almost a month ago now and I just noticed on gpu-z and hardware monitor that even when not playing a game, just on the desktop the graphics card goes from .950v to 1.250 volts really fast then goes right back down. Is it normal for it to do that, I don't know if it did that since I got it though. Also is it normal for it to be dipping down to like 40fps in bf3 on ultra randomly, then going back up again? Thanks

Voltage can fluctuation, even with little load, sounds normal. Without knowing your video settings, I can't say about the FPS. But your fps will go up and down in the game by the second. Honestly, everything sounds OK.
