I messed up bad. REAL bad.

Thread Starter 
I was trying to install a fresh copy of Windows 7 and accidentally ejected the CD mid install.
It wouldn't go to the desktop at all, so I tried installing a fresh copy of Windows 8 and now it's even more messed up. It just keeps showing me a boot menu to two uncompleted OSes. Putting either CD in again just causes a restart loop.

How do I format the HD to give it a fresh start?

boot to BIOS

from the BIOS boot option menu, boot to the installation disk again.

then format the drive and start installation from scratch again

I already tried that and it sends me into a restart loop. It keeps saying "Completing Install" but just restarts and never gets to the desktop.

boot of a image of parted magic on a usb stick and format the drive that way

You aren't booting from the DVD. Make sure your BIOS is set to boot from the DVD-ROM drive and then press a key when it gives you the black screen prompt. You'll get a EULA and then the partitioning screen dealio mentioned. The only reason it'd send you into an endless reboot is if it's reading the boot info off the actual drive.

Try Gparted live cd:

http://gparted.sourceforge.net/livecd.php

You can format your hard drive from there and make a fresh install after.
