Also there is no spot in my case to mount a fan to blow directly at the motherboard, so what is the best way to get a fan to blow directly at the front vrms?

You can mount it anywhere there is a screw. ie: Remove a motherboard screw and attach it there. Pretty simple

Not a problem.

You could always ghetto rig something to hold it in place if need be for the time being to make sure it helps. There is always a spot cooling fan likes this: http://www.amazon.com/Antec-Spot-Cool-SpotCool-System/dp/B000I5KSNQ

But I'd personally just make something temporary to make sure fixes the throttling. And it doesn't necessarily need to be right over it, the goal is just to increase airflow over that area, so if you have a spot up top or in the back that should be sufficient as well.
