Which HD 7970 has the best cooling

As a preemptive measure to the new UT4 engine which has been demonstrated using a GTX 680 I've decided to swap out my video card and given that I'm using an AMD FX processor I figure that an AMD card is probably best.

as roughly shown hereHwBot Comparison Chart The 7970 out preforms the 680 and my current card (the 660ti) without being ridiculously powerful like a GTX 580 which gives me hope it will drop in price and allow for a cross fire solution when HD8XXX hits the market.

Thus my question is which runs the coldest, right now my evga 660 ti runs hot even on normal clock speeds and i don't have the resource to afford water blocks or reservoirs to mitigate it running almost consistently 30-40c over room temperature.

I've compiled this New Egg Comparison List In an attempt to narrow down my search.

Please which of these has the best cooling solution OR if you know of one that has better cooling solutions please tell me, I realize that maintaining ambient room temperature while gaming is a bit of a pipe dream without undervolting but I'd at-least like to have a smaller jump in temperature if at all possible.

The GIGABYTE has a more silent (and still very cool) cooler and better stock performance while the SAPPHIRE Vapor-X has more OC potential.

So depending on what you want both have there good points. If you think you will have heat issues then IMO GIGABYTE card is a good choice as you probably don't want to increase the cooling need by OC'ing and the windforce x3 does not sound like a jet fighter when the card is under heavy load.
