Thanks for the advice. As I think more and more about it, I'm starting to think it's a mo-bo issue. Great idea with the second slot only, I'll try that tonight.

Update your mobo's BIOS. I had a similar issue. Although it sounds odd, I would get TDRs and eventually freezes on Windows 8 with two GPUs until I flashed the BIOS. Everything has been perfect for 8 months now. I guess BIOS notes like "improved PCIE compatibility" actually mean something...
