GPU usage low and fluctuating (MSI 660 Ti)

Hey guys, so I'm having this issue where my 660TI isn't giving me it's full potential. When I play modern games (Bioshock Inf, Tomb Raider, Far Cry 3, Crysis 3) I don't get full GPU usage and still only get like 30-50 frames. For example, here's a screenshot of my usage while driving around in Far Cry 3 while getting around 35-45 frames on ultra no antialiasing: http://i.imgur.com/y6vOzpn.jpg. I mean I would just accept the fact that my rig is too weak if that were the case, but it isn't and I know this 660Ti could show me more if it ran at a higher and more constant GPU usage state.

The weird thing is, it does do that when I run Furry and Tessellated test on MSI Kombustor: http://i.imgur.com/43CocUw.png. It runs at constant power and 99% GPU constant. How come it doesn't do that in my games? I was thinking maybe it was a CPU bottleneck, but even games like the Far Cry 3 screen above I am only using around 75% cpu. I have tried overclocking the gpu to no avail as the frames do get better, but the GPU usage does not cap out. I've tried almost everything, voltage overclocks, constant voltage, playing on a single monitor, etc. Do you guys have any idea how I can make my 660Ti work more optimally?

Specs:
intel i7 920 2.67GHz (no overclocks cause mobo)
Gateway tbgm01
3gb ram
MSI 660Ti PE
Samsung 840 SSD

Note: I know the mobo and ram is pretty bad, I'm buying an Asus Sabertooth x58 and I have 3 2gb OCZ RAM coming in. But honestly, I don't think that is the reason for this issue.

New Update: Tested my roommate's 7950 (which runs perfectly normal on his computer) and it got ultra fluctuation and low gpu usage as well. So it's definitely not a problem with the GPU or its drivers. I'm hoping this new motherboard and RAM that's coming in will fix it. If it doesn't, I'm running out of options.

first, GTX 6XX only use 1.5G VRAM at full speed. The last 0.5G is assumed running under a low Mhz
second, what's your resolution, a high resolution occupies much more GPU and CPU workload, anything beyond the VRAM would lead to a "VRAM blowup". the sign is low fps with no high CPU usage. (like all of sudden drop to 20fps and CPU has no change)
Third, I don't know whether the 3Gb RAM would cause the problem, usually we have at least 4Gb/8Gb in our new rigs
Fourth... update your driver, try the latest whql version driver. install it after clean uninstall current one

I don't think it's a VRAM issue, I'm running it on a 1680x1050. 2GB should be plenty enough. I have also tried installing latest drivers after a clean uninstall. no cigar.

Have you increased the power limit?

Edit: I see you didn't - push the power limit slider all the way up and see if that helps.

I've tried that. I just took this screenshot after resetting everything back to default and trying again. .

Maybe either a driver issue or you need to update your games using the latest patch...

I've been updated my games using the latest patch, but still got an issue on Crysis 3 (GPU usage is fluctuate like hell)...

Yeah, your thing looks like maybe a game issue that can probably be solved with drivers/updates. You actually get up to consistent 99% usage at some parts which is something I don't get. I'm pretty sure though that my issue is more of a faulty motherboard and low ram.
