The rounding error just means you aren't stable. No need to fear about your cpu being damaged aready.

reguarding the underclocking. I would just reset the bios to default and run prime95 if it runs ok then work your way up slowly.

i have the same mobo, and i agree that its not suited for oc-ing. :\
still a scrub at oc-ing, but managed to get 4.4 @1.26 temps 65C>
