I have the same card and the same problem, but only with my CPU. my case is full of cables, so I have no airflow. I took the side off and temperatures of the card and cpu went down like 15 degrees.
I Know you said your airflow is good, but I suggest you do the same, MAYBE it will work, who knows...

i would say faulty card as no card should artifact at stock so rma it then get the new one and oc it crazy

my inno3d 7600gt with stock cooler and volt mod runs at 39 degrees idle. somethings seriously wring with your card... and 1.6 GHz isnt stock for a 7600gt memory.

I wouldnt say its faulty yet...The Heatsink/Fna on that card may not be making full contact with the GPU. If you tighten the screws at the back of the card it will bring the heatsink into better contact..However RMA may be best.
