An 7870 would already be a decent upgrade but if you can afford a 7950 that's definitely the way to go.

I think I would be looking to spend around $150-$175.
The two you suggested are $250-$300.

Really Save your money and get a 7950 or the 7870XT (goes by other names as well but really needs to have Tahiti LE as the GPU core)
Anything less is pointless
A 7870XT is equal to a 660ti and a 7950 is equal to a gtx670.

The 7870xt and the 660ti are the weakest GPU's you should consider. Anything less then your wasting good money.

6950 2gb with unlocked shaders = 130-150.
7850 1gb = 150 amir
7850 2gb = 180 amir

all of these are within a small performance margin of each other.

Since you're in the NVIDIA section, I'll give an NVIDIA-based solution: EVGA's GTX 650 Ti BOOST 2GB Superclocked @ $180. Performs pretty well compared to the AMD Radeon 7850 2GB out of the box.
