Please help with PCI-e Multi GPU VDDC Currents on MSI 990FX-GD80 Is it borked?

Hi,
I recently ran into a problem with a new build; trying to break into a muli-gpu system. I've looked everywhere and can't seem to find an answer or right search words. I really really hope you experts can help. I assume its probably a simple question too lol.

Okay, so at the moment I've been running 2 Powercolor 7950 (non-pcs single fan) on this board. I have a 950w Silver rated power supply so plenty there. I've been picking up software to monitor things and overclock. To make a long story short, my Slot 1 (E2) GPU started acting up and didn't really perform well. I wondered if this was related to heat on VRM; so I got GPU-Z for checking temps. What I found was something else!

First, I see everything looks okay BUT. Card 1, I note runs VDDC above 1v and current 20A or so. If I switch GPU-z to Card 2, I note it runs VDDC below 1v and currents of 100A+!! I did a bit of searching thinking they both should be 20A right? Well I guess I found out 100A is more "normal" and 20A is super low. This would explain the crashing, acting up and slow performance.

I immediately thought, something is wrong with Card 1 only getting 20A. Now, I DO Have a 3rd card not used yet. so I put that in place of the first Card 1. Guess what? 20A max!!! So, I swapped Card 1 with Card 2. Same result!!

I've been through every combination of cards and even tried 3 for a few minutes. In ALL cases ONLY card 1 in the E2 slot show 20A max. All cards in any other slot will show the correct 100A when running heavy. Also, I note even with powertune on Afterburner to +20 (wanted to see) you cannot get the GPU usage to 100% in the first slot!?

SUMMARY:
Any of 3 same 7950 GPU''s placed in any slot on the MB besides slot 1 will show right amps (100). Any card put in slot 1 will not show more than 20A
So, I know my 3 (lol well now 2) GPU's are good since they show 100A VDDC on Slot 2,3.

-Why can I only get 20A on the first PCI-e slot (E2)?
*Does this mean my motherboard has a bad PCI-e slot or is this normal?
*Do I need a new motherboard?

- Basically, arent' all the PCI-e slots supposed to be capable of 7950 amp draw and be similar?

If anyone knows or can help I would greatly appreciate it. I know one of the GPU's doesn't work right now and I''m afraid to put another in Slot 1 and fry it also!?

I included a GPU-Z screenshot for a powercooler in slot 1 and slot 2 (so E2, E5) Identical settings. Lines show difference in Amps, volts and GPU %. If that helps

not an expert, but I can try to help you check a few things if you still have this problem....
1- power should be coming from the 2 6-pin connectors on the card... if the pcie slot is limiting the pull of the card, seems like it would be either a bad mobo or maybe the BIOS setting. assume you've already did a clear CMOS.
2- bad drivers for the video card might affect the first slot, try uninstalling the graphic drivers and reinstalling with most recent driver or even try beta if available.
3- triple check your connections- make sure you switch the 6-pin connectors between the cards.
4- have you checked with other monitors to verify that reading? maybe the sensor is bad...
