Can't boot into BIOS on ASRock Z77 Extreme 4

I just purchased an Intel i5 3570k and an ASRock Z77 Extreme 4 this morning and I am unable to boot into the BIOS. Whenever I turn on my computer the fans spin and the Dr. Debug LED lights up and displays 00. The keyboard and mouse receive no power from the rear USB 2.0 or 3.0 ports. I have booting with RAM slots A2 and B2 occupied, just A1 occupied, and with no RAM at all (using 2 4GB Corsair Vengeance that has worked in another computer). Regardless of the RAM positioning Dr. Debug simply states error code 00. I have also tried it with my MSI Radeon 7850 in the uppermost PCI-E x16 slot, and my using the integrated video without having the GPU inserted. Final step was to use the Clear CMOS button, which did nothing. Whenever the PC boots there is no video displayed, the fans spin, no lights turn on on the keyboard or mouse, and Dr. Debug always gives error code 00. Does anybody know what the problem is? I'm guessing that the motherboard is faulty, but at this point I'm not entirely sure.

MSI Radeon 7850 Twin Frozr
Thermaltake Toughpower 550W 80PLUS Gold

Hey man, I didnt read the thread but i assume your pc blue screens when booting on the Asrock board.

I have an Asrock Z77 Extreme 6 motherboard and the only way i found to fix that issue was go into advanced - storage - and change the sata from AHCI to IDE (change both that say AHCI for good measure)
