What is your core clock set at, what is your voltage set at and your mem at, also make sure your mem voltage is at 1.6

Core clock is set at 925MHz (stock) and voltage is set at 1125mV (stock) though I believe it goes up to 1250mV because of the boost thing, my memory clock is set to 1250MHz (stock) and voltage is 1600mV (stock). Any attempt to increase the memory clock (even just 3MHz) will result in my core clock to drop to 500 shortly after I start playing a game.

Try setting your core voltage up to 1.2 and try to increase your mem and see what happens, also make sure your fan settings are on, and that you are not in boost mode.

Tried changing the voltage using both Trixx and MSI but the boost still took effect and keeps switching the voltage between 1125 and 1250. Trying to increase my memory clock when using MSI/Trixx to increase voltage results in more of the same issue with the boost still taking over and putting the voltage to 1250. Both programs have the force constant voltage option turned on, but it doesn't seem to make a difference if I have it on or off.

I can't seem to do anything to stop the boost from doing its thing, I'd probably be fine just getting rid of the boosting stuff so at least my Core clock can be whatever I tell it to be.

Does your card have a button on it, if so, 1 setting is for boost, the other is normal.

If you have tried everything you have explained, and have both 6 pin connectors off the y plugged in tight.
And are using trixx or MSI(not BOTH only one running). I would say bad vid card or psu.
If you have a friend you can try your vid card on his/her system, that will give you an idea whats bad.

Nope, no button or switch, I've read of other people saying that attempting to overclock the card tends to put it into an always boosted state at whatever they put it at, however that's not the case for me as it will still boost but instead of going from 850 to 925 it just goes to whatever I set as the OC.

I'm only using either MSI or Trixx, though once it did try both at the same time making them both do the exact same thing, still same results...
