Or it's not transcoding. If the source is natively supported by the client there is no reason to transcode given sufficient bandwidth.

To lower the bitrate of a given source for low bandwidth scenarios as Plan9 said as well as on-the-fly conversion of codecs that aren't supported by a client. Servers can also remux on-the-fly for clients that support a codec in an unsupported container.

Yeah I know that. But a straight video stream shouldn't consume much CPU - it's all just network and disk IO. I can't see why he'd be having that kind of CPU loads without transcoding.

Transcoding CPU load can be pretty high, it really depends on your source and target bitrates and the quality settings you use. I rip all of my Blu-Ray movies at a pretty high quality, because I play them back at full HD resolution on a 102" screen via projector. To transcode those high bitrate movies down to an iPad, Nexus 10, and a PS3 simultaneously (three separate streams, with 3 separate resolutions) - my 3770K cranks up to about 40% load. That's enough that an i3 probably wouldn't handle the load at all, and a i5 would be in the 60-75% CPU range. Transcoding makes decent use of hyperthreading, so there's some advantage in a i7 or an AMD FX-8350 if you're going to be running more than 3-4 HD 5-10 mbps streams at the same time.

If you're just ripping DVDs and playing them back on one mobile device at a time, you can do it with an i3 with no problem.
