Best condenser mic for $200 or under?

I am looking to buy a new mic for my livestreaming, recording my alto saxophone, and general Skype, and after much search and debate, I have set my budget to $200 (not including shock mount, pop screen, etc.). After a lot of research, it seems like an Oktava 219 or 319 are the way to go, if I can find one used. It took some searching, but I found an Oktava 319, used, for $200, obo, on eBay. LINK

Is that a good deal for the mic, and would that mic suit my needs? I am currently running onboard audio (SupremeFX IV), and despite being better than most onboard audios, it is still pretty meh. I need a good interface, be it sound card or dedicated DAC, or whatever I will need (have pity on me - I am new to this whole sound thing), so if you could recommend an appropriate one to match the Oktava 319, or another mic that is better for the money, then that would be greatly appreciated.

I have heard nothing but good things about blue's line of mics. ( yeti, snowball)

I'm going to assume you already know that you'll need a pre-amp/power source for the mic, so as soundcards go... You'll likely want a Juli@ for PCI or the XTe version for PCI-e.
