or even more something cheaper.

Or a ASUS Silent SQUARE cooler
i se ethe square everywhere but i dont see the fan -.*

if you get a cooler, don't be cheap. just get a TT Big Typhoon, Sythe (sp?) Infinity or a Tuniq Tower. All of those will run you around 40-50 USD and make your proc run a lot cooler. i run mid 40s at 3 GHz full load.

same problem for cooling NO GOOD COOLING RETAILERS here in estonia and ordering here is a pain + expensive beacouse only few companies deliver to estonia.

one thing you might want to try is to find someone in the US that you can use as a shipping forwarder. you might be able to find something you want from a US site and have them ship it across the pond.
