VDroop is certainly at play, here. With my VCore set to 1.55V in the BIOS, HWMonitor shows a peak of ~1.488 during testing. The problem is that I don't know that I'm comfortable upping the VCore any higher in the BIOS, say to 1.6+, just to attain a reading of a full 1.55V in the Windows environment. Not only that, but aside from a multimeter physically attached to the mainboard, I don't know that there's a software-based monitor that will give 100% accurate voltage readings... not unlike you mentioned with monitored temperatures.
So, no offense (and I mean that genuinely), but I'm not quite sure I understand your comment... did you read the entire thread?

1) I haven't achieved a stable 4.5GHz OC yet, let alone at 1.45V (unless you're referring to someone else's comment?). 4.5 @ 1.45 gives me a hard freeze or BSOD 101 as soon as I log into Windows.

2) My temperatures have been quite good, actually, at least as indicated in HWMonitor -- my temps haven't passed 51C on the mainboard or 42C on the CPU; that's a solid 19C below the maximum safe temperature on this chip.

3) My PSU is 1200W, and there are no indications that it is failing.

4) My stock VCore is 1.300 with TurboBoost disabled; at that voltage, I can't even get to 3.8GHz stable.

Believe me, I totally hear what you're saying about what should be possible on this chip -- it simply isn't in my case, and I have been unable to diagnose the cause, despite the help I've received here.

As for the loss in frames, my CPU is what's bottlenecking my performance in that area. OCd to 4.4GHz, I see an improvement in my frames/second in the range of 40%, maybe more in some cases (BF3, specifically). I'm simply trying to squeeze some additional performance out of this chip, and the headroom simply isn't on-par with what other 8150 owners are experiencing.

I am having some of the same issues. Stock for me is 1.18v for 3.6GHz and I can get to 3.9GHz on stock VCore and IBT runs fine but Prime95 tosses instability errors. I am up to 4.01 GHz turbo off and my Vcore at 1.31 and I am getting hard freezes now when running prime95. Can take up to 10 mins before that happens. My CPU temp (depening on what you are looking at) is 30C for package and 41C for CPU according to my gauges. Going to work on my NB and FSB more tonight to get this thing more stable. I'll let you know of my findings, maybe we can help each other out on this.

I've fixed all my issues btw. Took some time but I'm all good. If any one needs some pointers especially with the asus rog boards lemme know. I've got my cpu running around 4.8 but had to back down due to heat issues. If i upgrade the cooling I'll go and see if i can get to 5.
