You should try running some benchmarks like 3DMark06 and AquaMark3 and see what scores you get (or if you suffer from instability, see if they actually run).
umm actually... What happened was, the reason I changed my video card was because it got fried on my way to canada from los angeles.
The motherboard I was using was fried along with it.

Im using a different motherboard and PSU right now because I had to buy a new mobo as well as a new case. the mobo doesnt work at all, Ill test out he PSU.

Motherboard is P4SD-LA, PSU is from Bestec, Model No. ATX1956D. Looks like 200W is max.

Tried with the old psu, same thing, doesnt make a difference.

I think I might go and rebuy the 1300xt Pro to make sure my memory isnt messing with me. Im very very sure that when i was playing Company of heroes, I could scroll around and it was fluid like, but now its kinda like it goes frame by frame. Kinda hard to explain but its like it takes a pic of one area and then moves to 20% of the next area and continues, with the 1300xt it would be fluid, there was none of the 20% thing.

Currently download aquamark.

Was your old PSU "bigger" or "smaller" than the one you have now? Did you try using different drivers (previous releases or any of the tweaked drivers)? If you think it's the RAM try running memtest or the memory test in Prime.

My old psu is WAY smaller than the current one. Im 100% sure that I used omegga drivers with the old 7800gs, but apparently now they dont detect this card so Im using tweaksrus drivers. Not sure how to run a memtest.

You are about 4,000 off on the GFX score and 3000 off on the CPU score for that setup at stock.
Are you absolutely sure when you start a game or bench that the GFX card is above 38°c ?
Also you are pressin your luck with only 1 gig of ram.

Your system is pretty much the same as the one you had before, as far as performance is concern (am I right?), so the fact that you are experiencing problems now means you have a hardware and/or software problem. Check your RAM, http://www.memtest86.com/ (run tests 5 & 8 10+ times each). Also, how old is your Windows installation? An aging and corrupt Windows installation can cause several problems, decrease in performance being one. Your AM3 scores do seem rather low, specially the GFX score.

i really dont think your getting enough power. The reason the ati card ran better, is because is doesnt take as much juice as the 7800 does. I had a 7800GS and scored 83k in aqua mark III , 11k was GFX. The 7800 is 10xs the card that 1300xt is. And you want to leave fast writes on. Put your agp apature to 256. Also try the 91.47 drivers, they worked best for my 7800GS.

But really i think its a power supply issue. The 7800GS pulls some juice.

I did test #5 and came up with 8 errors 80% of the way through. Im guessing thats a bad thing so I thought id come and post here and go do test 8 while I wait for your reply.

BTW the ram im currently using was in the case when I was coming to canada, so whatever happened from the time I gave it to baggage till the time I got my bags back must have screwed everything in my computer sept the cpu and lan card...

That's not good, specially if it's on stock speeds. You did say that most of your stuff got screwed up during the move, so it would not be an improbable thing that your RAM got messed up to. But there's still the fact that everything was running fine with your older card (the ATI one), so that confuses me a bit.
