You have a 780 that's why, it's 3gb of V-ram
. Your allocated v-ram usage will be different from someone else with lower v-ram. In batman Arkham Origins, someone with a Titan got 5gb Allocated V-ram usage. Does that mean the 780 will be unable to play it because it has 3gb. NO... The application/system is just using what the Titan has to offer to set a head-room for itself.
Allocated V-ram is assigned differently, that's why people are so confused and spreading misinformation. V-ram is much more complicated than what you see on GPU-z
