They've done that with TS2 and TS3 (TS2 went into full 3D, but was a bit lackluster in terms of base game features and TS3 improved the graphics while adding a tonne of features to the base game) so I'm hopeful.

Unless of course, they mean stuff like move_objects on which is mostly to place objects more nicely, or because of the nature of The Sims, to fix a bugged out Sim or Pet or something.

I sort of agree, Sims 3 introduced new cool things but it doesn't have things Sims 2 had so I could never really crown it the best Sims game.
