It really is the best bang for the buck, considering you can pick it up for $25 fairly regularly.

Also, I have had my QX9650 up to 4GHz (33% overclock), and temps never got above low 70s, using the 212 Evo's little brother, the Plus.

it is worse... in that review they tested 212 evo with cpu at 3.44ghz @1.27 not 4.2ghz@1.45v

It is more than double the price, and the temperature difference will be within just a few degrees.

In my mind, that means the 212 Evo is a much better value, and also, the h60 doesn't even fit the OP's criteria.

max voltage increase temp by much more and there you can see the differencia , it isnt the same 1.24v that 1.45v

True, but who in their right mind would ever push 1.45v on a sub-$40 cooler? I don't even like hitting 1.36, even though temps are perfectly in line.

I live in a neighborhood where you'll probably get shot if you ask someone to mow their lawn. I've got the money, as I said, just want to save it for a better gpu
