That heatsink is still a fan, just the same as you have in your GPU.
I wonder how they're planning on getting the heat from the CPU to the base of that heatsink/fan thing, for that to happen efficiently you already need a ton of heatpipes.
Next to that, we use thermal paste between our heatsink and IHS because the smallest bit of air between them will isolate the heat, this heatsink/fan thing actually hovers on a layer of air, no matter how thin it still is an insulating layer.

Still is great that they are trying to improve ways of cooling, but I don't see this concept being any more efficient than the 'very inefficient' heatsinks we use these days.

... It IS a fan though? It's essentially a centrifugal fan, or a raccoon cage fan as I like to call them. They've been using them for over a decade, only difference is the people in the video integrated the heatsink into the moving structure. I can't imagine such a device would transfer heat from a solid object like a CPU very efficiently though. It's clever in theory, but would need a LOT of work before any practical applications can be seen.

The only way I could see of possibly creating airflow without moving parts is an ionizer, but those create very little airflow and also create ozone which is toxic so you aren't going to be seeing any "fans" like that.
