GPU VRMs are cooled by any water block that covers the entire face of the card, and keeping those cool is quite important. If you're talking about motherboard VRMs or MOSFETs, to be honest, watercooling them is for aesthetics almost exclusively. The passive heatsinks on them are more than enough, and often the actual choke coils (the box shaped part) are left completely bare. I wouldn't bother unless you want to do it just for fun, but it'll cause some loop restriction and won't improve your performance or longevity if your board was manufactured correctly.

Right now my CPU temps are amazing, so I could try just running at 4.4Ghz (only a 400Mhz OC) at stock volts, then put the 5870 into the loop. I'll keep an strong eye on my temps, and if worst comes to shove, I'll grab that extra 120.

Only because with the CPU at stock volts, I hardly break 40C, with a 25C ambient. (Thank God for AMD)

+rep for the suggestions, and I'll keep them in mind.

Also, anyone know where I can buy cheap rads in Toronto? Or is NCIX.com my best bet?
Craigslist or Kijiji might have used radiators that are a decent price if you're OK with used parts.
