Motherboard gets power, PC won't turn on (Not sure if correct place to post)

Well, this is my 5th build, but first build completely by myself. I have no idea what the problem is necessarily, I've tried a bunch of things (that I'll list in a second) but nothing has worked so far. I posted it in this section because contrary to what I remember, I couldn't find a general troubleshooting/support forum, but this is somewhat related to power supplies I guess (Moderators, feel free to move this). My problem is that the motherboard is receiving power totally fine, but the computer won't turn on (no HDD access, no errors, no spinning fans, etc.) so the power indicator inside the case is glowing, and oddly enough even the one on the tower is.

Here's my specs:
PSU - Rosewill SL-300TFX 300W
Case - Antec New Solution VSK-4000
Motherboard - Biostar Hi-Fi a85w
RAM - Team Vulcan 2 x 4gb (8gb) @1600MHz
CPU - AMD A10 5800K

Thing's I've tried:
Reseating PSU connectors to board (24pin, 4pin)
Reseating CPU and Heatsink
Switching RAM, trying with only 1 RAM stick, trying without RAM
Tried different AC cords
Tried different outlets
Reset CMOS

So, yeah - no idea what's wrong. I kind of get the idea that the problem is with the RAM possibly, as the manual says my exact problem and for the solution it just says "Apply pressure to both sides of the DIMM until it clicks in" of course, I've done this, I did that in the first place. So, any insights? I would've already tried a different PSU and RAM but I'm at my grandmother's house (building this for her) so don't currently have access to that. I guess I'm kinda just hoping it's something else. Anyways, thanks for reading this, and if you do help (or don't) thanks for that too.

Are the case headers plugged into the motherboard... You know the cables that come from the case and turn your computer on? You could also get a flat head screwdriver and jump start the motherboard by touching the two little pins on the motherboard header thingy. It is usually labeled and will say PWRBTTN or something like that.

Yes, forgot to mention that I've tried powering it on directly through the mobo too (conveniently, the a85w has a power button on it) but my case headers are plugged in too.

Yup and yup, still nothing. I mean, is it the RAM, or would that conclusion even make sense?

I'd put money on it being the PSU, I've had to replace the PSUs in several machines that had this exact problem.

Ended up just going to Best Buy and getting a Thermaltake 430w. Still not working (same problem), so I assume it was something else :/ Regardless, we'll probably keep this as we had to ghetto rig the case before (wire tie and such) since I bought a TFX PSU idiotically.

I would suggest taking everything out of the case and trying to get it to boot out of the case. Kind of sounds like the mb is shorting on the case maybe.
