OC glitch/problem with EVGA Precision X,Multiple versions.

Whats up guys, Here is my issue. I recently picked up a EVGA GTX 280 for pretty cheap, I couldn't afford one of the newer cards at the moment.
I had Precision X version 4.1.0 installed, And did the basic drag bar overclock.

Stock clocks on the GPU are 621 mhz,1134 mhz on the memory.
I read to do overclocks in 10 mhz increments. So i did,I put the card at 641 mhz on the GPU,1154 mhz on the memory. For some reason it's showing
the card running at 648 Mhz on the GPU on the main GUI on Precision X,And also In Game.I don't even know what the memory is running at.

So,I thought maybe it's a glitch with the version i was running, So i installed version 3.0.4,I also installed Nvidia's newest Beta Driver,Version 320.00.
Before that i was running Nvidia driver 314.22. So,with trying 2 different drivers,And 2 different versions of precision X it's doing the same thing.

I just want it to run at the overclock i set it at,Not a higher clock,Although i do have to say the OC seemed stable,No Artifacting,No crashes,No BSODS,Etc.
So what am i doing wrong? Also i am running Windows 7 32 bit ultimate.

The card cannot run at exact frequencies within 1MHz, so when you select a frequency, the card selects the closest frequency to that.

Thank you,I really appreciate the insight, For that card to run at 648 mhz on the gpu,Does that seem like i'm going "Too far" Or does that seem like a safe speed for that card? When i had it at that clock speed,I was playing BF3 pretty much under full load with the temps basically staying the same as they normally would.The game did play smoother so that's why i really want to OC the card.
