When anandtech tested this, they found that an overclocked 7950 + an i7-3960x @ 4.3ghz only pulled 392 watts at the wall. So even with the addition of a rather power hungry processor & the inefficiency of the power supply, 400w handled an overclocked 7970 quite well (that's while running a heavy gaming load).

400 watts is plenty for an overclocked ivy bridge/haswell system + an overclocked 7950, including 'headroom'.

Hell, according to Hardocp, 500w is plenty for crossfire 7950s - though admittedly that's not overclocked so not really relevant here.
