One of the things that's always* bugged me about Windows is that if you try to start 20 different programs at the same time (e.g. if you reboot the computer), Windows will try to load all 20 at the same time instead of loading them one after another. As a result, not only does it take 5x as long as it should for everything to load, you also can't do anything while you wait because the desktop is completely frozen and the cursor is a spinning circle.

Is there any way to change this behavior and get Windows to service file system requests sequentially in a priority queue model?

*Until SSDs came along, at least...
