I heard that pre-overclocked gfx cards aren't correctly configured. Example: the voltage is too high when It can really be lower.

Yeah it's better than a reference 7970. It's the same as a regular 7970 except it's guaranteed to run at a specific overclocked speed. And yes, you can still adjust the clock speeds, voltage, etc.

Be advised that Intel's new Haswell CPUs are coming in ~3 weeks, and rumors indicate that NVIDIA's GTX 700-series cards may be coming out in that same timeframe.

Yes, but some of the performance reports are in, apparently its not as fast as the current ivy-bridge chips, and is more unstable with overclocking. Granted thats just some of the reports.

As it pertains to OP, yes the 7970 overclocks like a beast, more so then the GTX 680.

Actually no, the new nVidia GPU's will actually be priced under the Titan. 780 in the $600-700 range, 770 probably in the $500-600 range.
