Problems with function key on surface Pro

I've been having some issues with my surface pro. I can't figure out how to use the F5 key to refresh webpages, etc. with out hold the function key. If anyone could help me I'd appreciate it.

I stumbled across the solution to this a few days ago, there is a somewhat undocumented key combination that toggles the function keys between their labelled function and acting as regular F# keys

All you have to do is hold the "Fn" key and press Caps Lock. There is no notification for this toggle so you just have to try the function keys to see which state they are set in (easiest way is usually the F1 key).

This seems like a common issue users have with the Surface Pro and Microsoft would do well to make it more publically known that a solution exists.
