Steam won't do a refund i can just see it, they will let you choose another game from there library if you have a good argument!

I welcome these new regulations across the board.

Digital distribution is becoming the main source of software, even operating systems, I can however see a problem where a customers' lack of knowledge could cause headaches for providers, not all end users know how to configure their machines, and expect the automatic settings to work with everything.

Sounds wonderful.
As always, the devil will be in the details.
I fear a sharp increase of initial cost to offset losses when products are returned under the law.
Proof of unusability will fall to the consumer, who will have to go through so many hoops the law could become irrelevant.
Anything for a buck becomes anything to keep a buck.
An uphill battle all the way.

They will find ways round it, that or the policy makers are so knobbled to begin with that it probably has enough loopholes and backdoors for companies to use with impunity for the next decade or so. Its only proposals now that means there are years of overpaid pointless committees to go before it becomes anything tangible and each of those layers of "policy-making" will interweave their vested/bought off interests.
