Perfectly normal. You're running a mid-range video card with a mid-range CPU, on Ultra settings. That's about what I'd expect.

not normal at all the 660 and 6300 shouldn't be going below 40fps

Depends on the resolution, and where in the game you're at. At 1920x1080 Ultra at that particular part of the game, I can see it dropping considerably. He didn't mention the resolution, and he didn't mention a Ti on that GTX 660 - could be anything.

Just out of curiosity, can you confirm that you have your video card installed in the TOP most PCIe slot? You don't have a system profile on your account, and didn't mention which motherboard you have .. but on most boards, the top PCIe x16 slot is wired for a full 16 lanes, and the other slots might not be.

a GTX 660 won't be bottle necked by PCIe 3.0 @ 8x anyhow(unless it's not 3.0), there should be plenty of bandwidth available.
Play it on medium/high and see what your results are. If it is giving you 60+fps I don't see any issue. Also, make sure you have a powerful enough PSU to supply your GPU. How many watts do you have?
