Insane fluctation in FPS and GPU usage Crysis 3

Hey guys.
I've had this problem for quite a long time but decided to give up and live with it since even after changing most of PC components it still wasn't solved. So I decided to bear it and live with it.
Experienced in depth here : http://www.overclock.net/t/1320811/periodic-lag-freezing-and-no-max-performance/
Either way, the problem hasn't been this insane except in Crysis 3 Multiplayer. I get insane fluctations. My FPS are 60+, but when this happens, FPS can fluctate from 40 all the way to 90 and it drives me insane. The stutter caused by this fluctation is unbearable.
The clocks are stable and don't change when this happens.
Here's a screenshot :

Thanks in advance for any help.

With adaptive vsync package temperature ( according to hwmonitor ) is 87C. I know that's high but I don't think it's the temperature to start worrying at. I also think if it was heat throttling GPU usage would be far worse, no? Like I wouldn't be able to keep 60 FPS then constant spikes?
The spikes tend to occur when I'm looking around ( i.e, I move the mouse to the right a bit much ), so I think it occurs when loading new scenery. Also when jumping and during intensive battles.
I'm running the game at Medium with 16X AF and FXAA. I think it should run smoothly at such settings.
The Tjmax for Ivy Bridge is 105C, right?

At 87c i would def start worrying. Higher than 72c with Ivy Bridge is not acceptable.
