It's because a lot of a large AAA games budget is wasted on improving graphics by tiny amounts or on red-tape, while it is amazing they did manage to make it on that budget I'd honestly wager if you took most of the red tape (ie. The publisher trying to get "popular" things in such as the MP craze, future DLC, etc) out and said just stick to the same style of graphics that you had in the previous game with some small improvements that a normal AAA budget wouldn't be so big.

Because 1) They made Metro 2033 and 2) Considering where the game is set, etc, we'd just have a bunch of stereotypes if it had been done by an American publisher. I honestly believe that the Metro series would have had one mediocre release and be forgotten by now if it was an American developed game...Just another FPS.
