it works similar to evaporative air-con (or sweating). by evaporating water, the rest of the water get's colder.
If you used fans (or special chemicals), i think it would be possible to get even lower temps

You also get the ability to use submersible pumps.

Fans can help lower temps, only by improved airflow however; the air it's pushing doesn't cool down the water.

As for chemicals in a WC loop:
Do a lot of research before putting chemicals in your loop. Unless it's an alcohol, you probably don't want it in your loop.

Chemicals in a volenti setup:
You definitely don't want to use anything other than water. You're going to be breathing it in

No it isn't you're already reaching temps 10ºC lower than any watercooling setup. You don't need chemicals

i know, and i'd never use them. a few people who've seen the coolers have suggested it though
