Use a diffirent adapter on laptop?

I have two laptops, one of them has a brick with an output of 20v 1.5A and another one with 20v 4.5A.

Is it okay if I interchange them?

No its not a good idea

Once i switched my external HDD power cable and my laptop power cable by mistake and i killed my external HDD and everything on it

You can almost certainly use the 20v 4.5A adapter on the 20v 1.5A laptop, but if you try it the other way around you'll probably kill the AC adapter and could damage the laptop.

^This. With two assumptions. The polarity is the same and that the powersupply is regulated. The diagram on the powersupplies will give you the polarity or you can check with a multimeter. I've only ever come across one unregulated powersupply for an old laptop so not likely to be an issue.

Well they are both Lenovo lappy's and their sockets are EXACTLY the same... :|

The 1.5A one seems to still work find on it's corresponding lappy. Thou i have no idea how to mesure amps on a multimeter... i have tested the voltage output and it's stable at 20 or so.

For amperage measuring, you'll need to run it through in series. Meaning all the electricity moving through the multimeter before it goes to the laptop.

But he said to use it to check the polarity, and you do that by measuring amps. When you tested, did you put the negative on the outside of the connector, and when/if you did, was the voltage coming up 20V or -20V? And then repeat for the other adapter, and if it comes up 20V (or -20V, whichever you got for the first result) then you know the polarity on the two plugs are the same.

I know how to test the Voltage just not the amps..

Yeah, but that's kind of irrelevant as that's a result of feeding ~19V to a hard drive that wants 12V.

Uh, but that's not useful anyway, as the actual current is just going to depend on the power consumption at that moment. There's not much to confirm or check in that way. Hopefully the lower-power adapter would shut itself off or the laptop just draw some from the battery, if you were using the underpowered adapter and loading the higher-power laptop heavily.

As noted before, just stick with the 4.5A adapter on both (so long as socket, polarity are the same), and the 1.5A adapter on the laptop it corresponds to. You can buy new AC/DC bricks too.
