Before or after reinstalling windows? You should have formatted the SSD before installing windows. The whole point of this process is to basically start over and remove anything that could potentially be causing the problem.

To answer your question of what to put on the SSD, I only have windows plus the 3 games I play most.

Do another clean install & when it gets to the window where it shows the drives & which one to choose to install on. Go to the bottom & click format. This will erase everything, even drivers.....

There was no option to format the drive at the point where windows asked for which drive to install on.

What other drives do you have plugged up? Also are you choosing custom & not advance?

On this screen here it should be the option....

I think the problem may have been I misunderstood what ppl meant by boot from cd. I just put it in after booting from the ssd and then chose the install options. Right now I am actually going into the bios and choosing boot from cd like i should have.

Sorry for being stupid lol

By powerline you mean internet right? You should have a disk that came with your motherboard with a bunch of drivers. You need to install the ethernet driver from that CD. If you cannot find that disk then you will have to use another computer with internet to find your ethernet driver. Simply type into google your motherboard plus ethernet driver and download the driver. Hopefully you have that disk because that would be easier.

You will do this after fully installing windows.
