DX10 for laptops should come out with Vista, so I'd wait 6 weeks before getting the new machine.

Where’d you decide to get it?
The Clevo is a tier 1 supplier. Dealers then do the final assembly. I went with Killernotebooks because he (Mark) puts quality final components in them; fast hard drives, good ram, unlocked cpu's, good graphics, and cooling mods. I like him because it’s more of a relationship deal than just a customer id. There are others that offer this case: Hypersonic, XoticPC, Sager, etc. I’m not familiar with the two you listed, but I’m hardly a guy “in the know”.

As for overclocking... It’s supposedly possible to overclock. You need to make sure you have a unlocked cpu (mine happens to be a E version which is unlocked). Running both cores at full workload in TAT, it barely hits 42 C degrees. High settings in BF2142 only took it up to 38 degrees during long sessions. There's room thermally to do some overclocking since my understanding is that it can run up to 100 C degrees without an issue. The gpu is a different story though; there aren't any temp sensors that can be read... so I've got no idea how much overhead there is before going critical.

The number one hurdle with overclocking has been the total lack of support of the mobo: Intel Capell Valley(NAPA) CRB and working around the locked Phoenix NAPA0001.86C.00 bios. My past experiences with overclocking have been through bios settings alone and testing; no real experience with software overclocking. CrysalCPU and Clockgen (and a ton of others) don’t seem to support this board. I’ve also got to read up and figure out how to deal with Intel speed stepping for mobile processors....a much different beast than my old AMD desktop processors; so I’m going real slow.

I’m in over my head because I’m now having to look at cracked bios/reflash options for the board and gpu, and that’s a bit extreme for my taste. I’ll probably hold off doing anything until the software catches up and others have guinnea pigged the overclock.
