Well they are both gonnabe pretty noisy, very power hungry and not amazing in performance compared to a PC

You could run near anything on them

With two Xeons? Yes, of course you can do that sort of thing. Just have to ask if it's really worth the noise/heavy power consumption/heat. Easiest way to find out would be to setup which ever game server and start loading it up with as many players/bots/etc as possible all the while keeping an eye on the CPU percentage.

If I had to guess I'd say the amount of memory would bottleneck before the processors did. But I'm not a game server expert.

What os should I run?
It depends on what you want to do exactly.
If it's running a gameserver, you first have to know which OS the specific game supports. Then it all comes down to if you want a free one and have it a little harder and learn things with a linux distro, FreeBSD(my personal favorite) or something similar or take the easy way out with windows and pay for it.

Okay so one time I did try Linux ubuntu qnd the picture lqggs

I could have been that the game server wasn't optimized for linux, maybe you used the GUI and didn't install the proper drivers or the pc(or your internet connection) simply wasn't powerful enough for the game and it would have been the same on windows.

Linux or other unix type OS are usually preferred(in my opinion at least, I don't have a whole lot of experience in running game servers) for a game server since you don't have to load a GUI like in windows, unless the game in question requires it so there's more resources available for the game itself.

So far I've hosted all of the game servers I've made for LAN parties on headless machines. Still to find one that requires a GUI.
