OC issues

Hey.

I've been using my 7950 for a while. I've been trying to get a higher clock, but it simply crashes as soon as I go over 950/1300. An increase on either core or mem. crashes the computer, in some cases the game. I thought a switch in PSU would possibly help (I was in need of a new one anyways) I upgraded from Corsair HX650 to Silver Power Green Power 850watt. I actually have two 7950's but one of them are being replaced by RMA because it was fried (Smoke and horrible sounds). But neither of them have been able to get over a 950/1300ish clock. I'll post my specs below, and if anyone have any ideas/need more info to be able to help, please reply.

Specs:

PSU: XFX 7950 (950/1300)
CPU: i5 2500k (4.5GHz)
MOBO: Asus P8P67 Pro (B3, 3.1 revision)
16GB vengeance ram (1600mhz)
120GB SSD (Boot)
1 TB Green WD disk
1TB Black WD disk
5x 120mm CoolerMaster sickle flow fans (blue)

EDIT: And I'm using 13.5 Beta Drivers, but the problem has been persistent since I tried overclocking them at 12.7 Driver.

Try upping the voltages with MSI afterburner or something of that sort.

Well, that's another problem. The MSI afterburner voltage slider is greyed out even though I've tried every option Google could give me to open it.

Edit the config file located generally in: "C:/program files x86/MSIAfterburner"
You should see the config file there and you will be able to adjust the voltages. I don't remember exactly which of them it is but it's pretty blunt and you just type in yes or true which ever goes with it.

I have spent all evening turning off ULPS settings, and reading threads and tips on MSI afterburner voltage control. Still grayed out :/

Let me re install the program and edit the file then copy and paste what I need to get my gpu to up voltages. Your GPU may have a voltage lock though.
