Can't find pci tv card

I just put together a new build for the first time and my PCI TV card is not found by my system.
I have: Gigabyte 990FXA-UD3 board, AMD 8350 CPU, 16 GB DDR3 1866 ram. Radeon 7850 graphic card with 2 GB, Windows 7 Pro 64 Bit.
I have installed all the software I could that I could find that worked with Windows XP 32 Bit.
I am trying to install the ATI HDTV card but it is not recognized by the computer. I think the TV card is Series 1650. I have looked for drivers but I think the computer should find it anyway. Can anyone help?

I did some searching and I found that my TV card will not be supported for Windows 7, that is, no updates will be had. Therefore, I bought a TV card on eBay for about $20.00 and that should do it. I can put the old TV card back into the old computer or another XP computer or sell it on Craigslist. I like my Gigabyte motherboard but I'm not an overclocker.
