Dirt/Oil in my 18-55mm kit lens. Is a Nikon 18-70mm a good upgrade?

I just got my first DSLR from a family member, A Nikon D40. Unfortunately the kit lens has dirt and oil inside, IDK why. Is it a good idea to buy a second hand 18-70mm lens? (My budget is around 100) They usually go for around 60-90 dollars on eBay. It's not the sensor. I recently brought the D40 to a camera shop and got it cleaned. I tried out another 18-55mm kit lens from a friend. The pics with the borrowed kit lens were cleaner and less hazier than my kit lens.

buying used isn't a bad idea, especially if it's in person. usually you can haggle a little, and you get a chance to inspect things pretty close.

18-70 is a great replacement. though you will not have VR. but you get the benifit of ED
