Video card drivers crashing windows at startup.

I just reformatted my hard drive and reinstalled windows. I installed the system drivers and all windows 7 updates. When I install any AMD video driver for my HD6950 and reboot windows no longer boots. It either locks up on the loading screen or goes into a boot loop. I have reformatted 3 times and started over. It was working fine prior to the reformat. Any help would be appreciated.

I would do some stress testing with whatever driver Windows Update is supplying. My first thought was it's a videocard hardware problem.
