Just found the problem , the issue of flicks in Windows (2D) are produced by the energy saving frequencies options of AMD gpu , in my case 300 Mhz and 250 Mhz Memory and a 0. low voltage.
I fixed the problem editing the xml of CCC located in C:\Users\RubaPc\AppData\Local\ATI\ACE , remember activate the show hidden folders and editing the frecuencies for idle and full.
Edited part : Want_0 value is idle energy saving and, Want_1 value is full.
